Strategic leadership for GMS Cooperation Learning Program Concluded in Shanghai National Accounting Institute
On 25. Oct, Strategic leadership for GMS Cooperation Learning Program, sponsored by Asian Development Bank in collaboration with Asia-Pacific Finance and Development Center (AFDC), successfully concluded in Shanghai National Accounting Institute. 19 middle-level officials from the GMS countries----China, Viet Nam, Thailand, Myanmar, Laos and Cambodia, participated in the 7-day program. The officials were from diverse ministries or departments, including foreign affairs, environmental protection, finance, tourism, education, healthcare, agriculture, transportation and trade.
This program is part of the Phnom Penh Plan initiated by the Asian Development Bank to encourage GMS cooperation. Chaired by experts from Asian Institute of Management and the Asian Development Bank, the program focused on GMS development context, GMS strategic positioning, strategic leadership and styles and GMS cooperation.
In group discussion, the participants discussed the trend, opportunities and challenges of regional cooperation in the Asia Pacific region and forecasted the GMS in 2020. In case study, the participants discussed the leadership issues in ASEAN, EU, MERCUSOR and SADC etc. In experience sharing, officials from Consulate General of Brazil in Shanghai, Shanghai Foreign Economic Relation and Trade Commission and Shanghai Urban Planning Bureau shared their views about the development of Shanghai. Expert from AFDC also introduce the case of CAREC to the participants. In addition, AFDC arranged several sites of Shanghai for the field visit which could help the participants to better understand the social and economic development of Shanghai.
In the wrap-up session, the participants said the success of the learning program would greatly contribute to the further cooperation of GMS countries and to the leadership capacity of the officials from GMS countries.
