Risk Management in Commercial Banks Workshop Concluded

The training program sponsored by the APEC Secretariat, Melbourne APEC Finance Center (MAFC) and the Asia-Pacific Finance and Development Center (AFDC) was held in Shanghai on December 8-12, 2008. 35 representatives from China, Australia, Chile, Indonesia, Malaysia, Mexico, Peru, Philippines, Russia, Thailand, Vietnam and Bangladesh participated in the training.

Co-chaired by Dr. Li Kouqing, Deputy Director-General of AFDC and Prof. Ken Waller of MAFC, the seminar focused on risk management and governance in the regional banking system, Basel II implementation and challenges in the global banking system. Mr. Luo Ping, Director-General of the Training Department of CBRC, Mr. Qianyi, Head of the Board of Directors’ Office of ICBC, Mr. Wei Benhua, Senior Advisor of the People’s Bank of China, Mr. Zhao Xianxin, General Manager of the Head Office of Risk Management of Shanghai Pudong Development Bank, Mrs. Christine Brown, Associate Professor of the University of Melbourne, Mr. Paul Mccarthy of PWMC Consulting, Mr. Kevin Davis, Director of Melbourne Center for Financial Studies, and Bruce Lebransky, Program Director of National Australia Bank lectured the training program.

Policymakers and regulators from banking supervisory systems of APEC developing economies were exposed to current thinking and practices regarding the implementation of Basel II from a regulatory and an industry practitioners’ perspective. The participants believe that better risk management and corporate governance are essential to weather the current crisis.

Following the four-day training, the participants visited Shanghai Stock Exchange and Shanghai Pudong Development Bank. The participants believe that the program is very helpful in improving their risk awareness and management techniques.
