SHIPDET 2009 Spring Workshop Kicked Off
On April 8, 2009, Shanghai International Program for Development Evaluation Training (SHIPDET) Spring Workshop, jointly sponsored by the Chinese Ministry of Finance, the World Bank, the Asian Development Bank and the AFDC, kicked off at the Shanghai National Accounting Institute (SNAI). 58 participants from 31 provinces and municipalities over the country will receive the 9-day training.
In recent years, as the efforts to promote the Scientific Outlook on Development and to build social harmony increasing, performance evaluation is developing fast in China in order to meet the increasing demand of running the government in accordance with the law. This year, the Ministry of Finance is planning to conduct pilot programs to evaluate the performance of projects funded by loans from international financial organizations in 27 provinces over the country. The changing situation requires improvement of capacity building in performance evaluation. To meet the new demand, the 2009 Spring Workshop will systematically introduces and explores the methods and experience in performance evaluation to prepare the participants with knowledge and capacity for the pilot programs.
SHIPDET was started in 2007 and borrowed experience from similar international programs in accordance with the actual needs of the Asia-Pacific economies. Now, by means of training, research and network building for evaluators, it has preliminarily grown into an influential platform of capacity building for performance evaluation in the Asia-Pacific region. Based on its successful operation experience, the World Bank put forward a proposal to build three regional centers of capacity building for performance evaluation in the world and hopes to locate the Asian center at AFDC. AFDC will take advantage of the rich resources from SNAI and the world and increase its efforts to run SHIPDET program so as to contribute more to the capacity building for performance evaluation in the Asia-Pacific region.
