AFDC Representative Attends Training Program on Results Management for Public Sector Excellence in Singapore

From Aug 17-21, an AFDC representative, together with participants from Laos, Vietnam, the Philippines, Sri Lanka and Cambodia, attended the training program jointly sponsored by the Asian Development Bank and the Ministry of Foreign Affairs, Singapore, aimed at strengthening the capacity of government officials to manage for development results (MfDR) in the Asia-Pacific region. Continuing in the same vein as last year’s performance-based budgeting, this year's program focused on results-based management in the education sector.

The seminar gave participants the opportunity to learn about the whole-of-Government approach to performance management in the Singapore public sector; Singapore’s experiences in facilitating performance via a budget management framework; as well as performance management in Singapore at the Ministry of Education and in the public sector. Participants also had the opportunity to try out the recently developed MfDR capacity assessment tool – the MfDR Capacity Scan (CAP-Scan) – which was developed under the sponsorship of the OECD-DAC. With the results of a CAP-Scan diagnostic, governments can better target and adjust management strategies to achieve superior development results.
