The conference on performance evaluation of IFIs’ projects launched in Shanghai
The conference on performance evaluation of IFIs’ projects, organized by the International Department of the Ministry of Finance of China, was held at the Asia-Pacific Finance and Development Center (AFDC) on April 8th. More than 80 participants from 27 provincial finance bureaus and several research institutes attended the conference.
The Deputy Director-General of the International Department of MOF delivered a keynote speech at the beginning. Mr. Chen noted that the International Department has been putting tremendous efforts to push forward the performance evaluation of IFIs’ projects. In order to better promote the performance evaluation practices in China, the Interim Measures on the Management of Project Performance Evaluation have been formulated and draft manual of project evaluation procedures has been developed.
The International Department also attaches great importance to capacity building in this area. In collaboration with the World Bank, the Asian Development Bank and the AFDC, it launched the SHIPDET training to strengthen the relevant officials’ expertise in M&E. So far, SHIPDET has been held for three consecutive years, which have trained several batches of evaluation practitioners and officials for the pilot evaluation.
Prof. Chen, Executive Director of the National Center for Science and Technology Evaluation (NCSTE), was invited as the guest speaker to review the progress of the 2009 IFIs’ projects evaluation as the NCSTE provided the technical assistance to the pilot evaluation led by the International Department. She said that the IFIs’ projects management practices in China is not only international experience to learn from but also of high value for reference and study. The launch of IFIs’ projects M&E pilot will lead to better management and efficiency of public funds and also drive the establishment of the performance budgeting system.
In the afternoon session, the representatives from four provinces shared with the audience the experience and challenges of conducting performance evaluation of the selected IFIs’ projects in their respective provinces.
