The Workshop on Subnational Fiscal and Debt Management was held in Shanghai

The workshop on Subnational Fiscal and Debt Management, co-organized by AFDC and World Bank was held in Shanghai National Accounting Institute on December 6th ,2010, attracting participants from Malaysia, Vietnam, Thailand, Japan, Brazil, Mongolia. The workshop intends to explore the practical issues of subnational debt management under the new economic context.

Dr.Li Kouqing, deputy director general of AFDC and the senior specialist Dr.Abha Rrsad, delivered the opening remarks on behalf of the organizers.

The 5-day workshop covers four modules: subnational taxation policy; fiscal risks from contingent liabilities, subnational borrowing framworks and subnational debt and cash management frameworks. The training emphasizes on lectures, country cases introduction and small group discussions.

Subnational bond, as an important means to improve the economic growth has been attracting more and more attention. This workshop aims to help the government to have a better understanding of subnational debt and better use the international experience to enhance the finance management skills of local governments.
