Distance learning seminar on Restructuring the economy toward a Green Energy Saving Economy convened

On the morning of May 17, the distance learning seminar on Restructuring the Economy toward a Green Energy Saving Economy was convened by the Asia-Pacific Finance and Development Center in collaboration with the World Bank, Vietnam Development Information Center, Institute of Financial Training of the Ministry of Finance of Vietnam, and Tokyo Development Learning Center. Nearly 140 participants attended the seminar via videoconference connecting six sites in Ulaanbaatar, Tokyo, Hanoi, Ho Chi Minh City, Shanghai and the World Bank Beijing Office.

The seminar was chaired by Dr. Peng Runzhong, director of AFDC, in Shanghai. Senior energy specialist of the World Bank, Gailius J. Draugelis first introduced to the participants the strategy and policy framework of restructuring the economy toward a green energy saving economy. Following that, Dr. Eric Zusman, climate change policy researcher at Institute for Global Environmental Strategy, explored the ways to build green economy in Asia from Tokyo. Then Dr. Yin Xingmin, deputy director of the Research Institute of Chinese Economy of Fudan University, and Dr. Do Duc Minh, acting director of the Institute of Financial Training of Vietnam, shared with participants China’s and Vietnam’s experience in using fiscal policy to promote the development of green economy. In the Q&A session, participants raised questions on latest developments of green energy in each country, fiscal subsidies to green energy projects, direction for future development, and China’s measure to develop green energy in particular, among others, to discuss with experts.

Participants of the seminar are government officials in departments of finance, business and trade, environment, as well as academics, and private sector business practitioners. By sharing experience and promoting lessons learned, participants grasp a better idea of how to make appropriate and effective policies to develop green energy saving economy.
