1st Training of Capacity Building Program for Cambodian Officials Successfully Completed

From June 20 to June 24, the first training program of the Capacity Building Program for Officials of Royal Government of Cambodia was organized by AFDC in collaboration with the Economics and Finance Institute of Cambodia at the Shanghai National Accounting Institute. 25 Cambodian officials from the Ministry of Economy and Finance took part in the first training program which was themed Strengthening Public Financial Reform: China’s Practices.

To let Cambodian officials have a sound understanding of China’s practices on public financial management, AFDC has invited several Chinese experts from China’s Ministry of Finance, Shanghai Municipal Finance Bureau, Research Institute of Fiscal Science as well as prominent professors from Shanghai University of Finance and Economy who are specialized in public economics and financial management to address the issue.

At the 5-day training, the experts systematically introduced China’s experience in public financial management in eight modules, which include: China’s financial reform and the role and size of the public sector, public expenditure policy, public finance and budgeting, central government budgeting reform, public resources mobilization, intergovernmental fiscal relations and local government finance, public procurement, and inspection and auditing.

At the end of the training, Cambodian delegates paid a visit to Shanghai Yangtze River Tunnel and Bridge Project, which is a good example of using public funds and syndicate loan to speed up urban infrastructure development. During the site visit, Cambodian delegates raised many questions concerning government procurement, project management, financing, and operations management in relation to the project.

As the first training activity AFDC undertakes for the Capacity Building Program for Cambodian Officials, the event has obtained great support from the Ministry of Finance of both China and Cambodia.
