The 1st workshop on Public Financial Management Reform: Experiences of China of 2015 held in Beijing

The 1st workshop on Public Financial Management Reform:Experiences of China of 2015, jointly organized by Asia-Pacific Finance and Development Institute (AFDI), Ministry of Finance of China and Economics and Finance Institute (EFI), Ministry of Economy and Finance of Cambodia, was held from 20th to 24th April in Beijing, China. Dr. Hean Sahib, Vice Minister and Secretary of State of Ministry of Economy and Finance of Cambodia and Dr. Peng Runzhong, director of AFDI jointly opened the workshop and respectively delivered welcome remarks on behalf of the workshop co-organizers. 

As Dr. Hean Sahib pointed out, China has accumulated rich experience during its financial reform, which is worth studying and using for reference for Cambodia. Lecturers in this workshop are expertise and officials from Ministry of Finance of China and have participated in the practice of financial reform, therefore, this workshop offers an excellent learning opportunity for Cambodian officials. He added that the friendship between China and Cambodia is profound and time-honored and that the cooperation between AFDI and EFI is also successful and fruitful, and he sincerely hopes the friendship and cooperation would be carried forward. 

Dr. Peng Runzhong expressed warm welcome to Dr. Hean Sahib and the Cambodian delegates. China and Cambodia are facing lots of challenges as well as opportunities in common during the deepening of financial and economic reform. He wishes that during this workshop, China and Cambodia can seek solutions to the common issues through further communication and mutual learning. Also, AFDI will launch Master Program in Professional Accounting for Developing Countries, which hopefully would be a new platform to further promote cooperation in finance and economy between China and Cambodia.

About 27 participants from Ministry of Economy and Finance as well as provincial finance departments of Cambodia attended the training. During the 5-day workshop, experts and officials from Ministry of Finance of China systematically introduced and shared ideas on issues including “China’s Financial Reform and Role and Size of Public Sector”, “China’s Budget Entity and Program Based Budgeting”, “Public Procurement in China”, “Financial Supervision and Internal Auditing for the Public Sector in China”, “Public Expenditure Policy Management and FMIS” and “Financial Decentralization and Local Finance Management”. Discussions were generated and views were exchanged on some common issues faced by both countries. 

Cambodian officials also paid site visit to the Beijing Yonyou Government Affairs Software Co., Ltd, which is known as the largest supplier of FMIS in China. Through live demonstration of application of China’s Finance Management Information System (FMIS), Cambodian officials developed a more comprehensive understanding of China’s FMIS.
