2015 SHIPDET West China Program offered in SNAI
From June 29 to July 3, 2015 SHIPDET West China Program, which is co-sponsored by National Development and Reform Commission, CLEAR, AFDI and SNAI, is offered in SNAI. 48 participants from Sichuan province, Inner Mongolia Autonomous Region, and Xinjiang Uygur Autonomous Region attended the week long training.
The program has invited many experienced experts from prestigious academic and research institutions, government departments, and private sector, focusing on results-based M&E, and performance-based budget management and evaluation. An independent evaluator from the Project Cost Consultation Department of China Construction Bank is also invited to share their experience in conducting performance evaluation of various projects using IFIs’ loans and fiscal funds in Shanghai.
In addition to the core course on performance evaluation, the program also incorporates several special topic sessions on local government investment and financing system, public private partnership, fiscal and taxation reform, Shanghai Free Trade Zone, and macroeconomic analysis.
“There is a big increase in knowledge and skills as a result of participating in this training. I not only learned the basic concept and methodology of conducting evaluation, but also got a broadened vision. This is a well-organized training and we hope we could have more chances to be trained in the future”, wrote one participant in the questionnaire conducted at the end of the training.
This is the seventh SHIPDET program specially designed for China’s western region since 2009. Through this learning program, about 350 participants from different government departments in China’s western region got a better understanding about the concepts and practices of performance evaluation.
