Workshop on Public Expenditure Management: Experiences of China held in AFDI
Workshop on Public Expenditure Management: Experiences of China, jointly organized by Asia-Pacific Finance and Development Institute (AFDI), Ministry of Finance of People’s Republic of China and Institute of Financial Training (IFT) of Vietnam, was held on 13th-17th July in AFDI, Shanghai. Ms. Nguyen Hong Nhung, deputy manager of Department of State Budget of Vietnam and Dr. Peng Runzhong, director of AFDI attended the opening ceremony and delivered welcome speech. 17 participants from Ministry of Finance, universities and research institutes of Vietnam attended the workshop.
Ms. Nguyen Hong Nhung spoke highly of the financial workshop series co-organized by AFDI and IFT. She mentioned that with focus on public expenditure and its practice in China, this particular workshop would provide rich experience for the on-going reform in Vietnam. In the welcome remarks, she also expressed sincere gratitude to AFDI and IFT for their great efforts in co-organizing this workshop. On behalf of AFDI, Dr Peng Runzhong expressed warm welcome to the Vietnamese delegate. He pointed out that in China’s new wave of financial reform, whole-process management of public expenditure, improvement in public funds efficiency, and restraining corruption in public spending, has constituted the new reform’s principal area. He wishes through this workshop, experts and officials from two countries could share and learn from mutual experience, as well as exchange ideas on difficulties and challenges.
Workshop on Public Expenditure Management: Experiences of China is the 2nd China-Vietnam capability building program of financial officials by AFDI and IFT in 2015. During the 5-day workshop, experts and scholars from Central University of Finance and Economics, Research Institute of Fiscal Science of MOF, and Shanghai Finance Bureau gave lectures on topics of Mid-term Budget Management, Public Expenditure Management System in China, Allocation Method of Public Spending, Performance-based Budgeting System and Public Spending Monitoring, etc. Meanwhile, Vietnamese participants also introduced their practices and experiences in financial reform. Upon some key issues in public expenditure management especially in budget management, Chinese experts and Vietnamese participants exchanged in-depth thoughts and views. Up to now, more than 200 Vietnamese experts and officials have been trained through the China-Vietnam capability building program of financial officials, which has become a significant platform for knowledge sharing and experience exchange for financial reform in both China and Vietnam.
