CLEAR LeaP Review Conducted at CLEAR-SHIPDET Center Recently
On October 21-23, the CLEAR-SHIPDET Center which is located in the AFDI received the Learning from Performance Review (LeaP Review). The LeaP Review was conducted by the CLEAR Global Hub Team which was led by the CLEAR Program CEO Ms. Monika Weber-Fahr and consisted of CLEAR Senior Evaluation Officer Ms. Maurya West Meiers and CLEAR Senior Knowledge Management Officer Ms. Marike Noordhoek. Dr. Li Kouqing, Dr. Zhao Min, and key program staff of the Center participated in the LeaP Review.
In early 2007, the International Department of the Ministry of Finance of the PRC, the Independent Evaluation Group of the World Bank, the Independent Evaluation Department of the Asian Development Bank, and the AFDI, jointly launched the Shanghai International Program for Development Evaluation Training (SHIPDET), which is committed to promoting development evaluation capacity building in the PRC and other Asian developing economies. In late 2011, AFDI was designated by the Independent Evaluation Group of the World Bank as the East Asia Center of the Centers for Learning on Evaluation and Results (CLEAR), which is called CLEAR-SHIPDET. As of the end of 2014, the Program has trained over 2000 participants. Most participants came from developing economies in the Asia-Pacific region or relevant international organizations.
During this LeaP Review, a comprehensive and thorough analysis was conducted to assess the CLEAR-SHIPDET Center’s performance over the past few years through several dimensions, such as time sink, net income, demand from clients, contribution to the outcome, and strategic importance. Based on this thorough analysis, important decisions and action plans with regard to the phase II development of the Center was decided.
The LeaP Review as an important and powerful tool for business planning, strategic thinking, and learning from performance could help the Center to identify priorities as well as management strategies and approaches to improve performance in the future.
