2016 SHIPDET National Offering held at SNAI

The 2016 National Offering of Shanghai International Program for Development Evaluation Training (SHIPDET) is held on April 18-21, 2016 at Shanghai National Accounting Institute. It is co-sponsored by the Ministry of Finance of China (MOF), the World Bank, the Asian Development Bank (ADB), and the Asia-Pacific Finance and Development Institute (AFDI) and supported by the Center for International Development Evaluation of Seoul National University of Korea.

The training workshop attracted 74 participants from 27 Chinese provinces, comprised of both government officials from central and provincial finance departments and line departments of agriculture, forestry, transport, international poverty reduction center in China, and evaluation professionals who act as third-party independent evaluators to IFI-financed projects.

Ms Su Han, Director of Finance and Risk Management Division of the Department of International Economic and Financial Cooperation of MOF China and Dr. Min Zhao, Director of Regional Capacity Building II of AFDI opened the workshop on behalf of the co-sponsors of the SHIPDET program on April 18.

SHIPDET was first launched in 2007 and modeled after the IPDET in Canada. However, as the Chinese government vigorously pushes forward results-based M&E in evaluation of public policies, programs and projects in the past decade, the curriculum and structure of this workshop has also evolved over the years to reflect the latest developments and trends in development evaluation in China.

The national offering this year focuses not only on learning the newly-developed policies, guidelines and operational procedures on evaluation, but also on experience sharing among different provinces on a number of important issues of common interest to participants, including how finance departments select independent evaluators through formal bidding processes, how the evaluation of a large-scale complex project in a remote province is conducted to such a good quality that it is chosen by MOF to be included in national excellent M&E case collections, etc.

As Ms Han remarked in her speech, capacity building is still essential to further develop and deepen results-based M&E in China. "We welcome your active participation in this workshop and hope by way of this training to bring up a team of excellent professional evaluators who will stand out not only in China but also have the capacity to conduct evaluation and exchange ideas freely with international peers. Therefore, I advise every one of you to seize the opportunity to learn from this training workshop," said Ms Han.

In addition to domestic experience sharing and case study of specific project evaluation, the workshop also features several sessions delivered by senior evaluation officers of the independent evaluation departments of international organizations, such as ADB and International Fund for Agriculture Development (IFAD). The training also includes a session on the Integrated Evaluation System of Official Development Aid in Korea.
